That all liquors or mixtures thereof by whatever namo called that will produce intoxication shall be construed and held to be ntoxi cating liquors within the meaning of this act: provided, that medicinal preparations manufactured in ac cordance with formulas prescribed by the United States Pharmacopoeia and National Formulary which contain no more alcohol than is necessary to extract the medicinal properties of the drugs contained in such prepara tions and no ; more alcohol than is necessary to nolo: the medicinal agents in solution and which are manufactured and sold as medicines and not as beverages, sh all not be held or construed to he or to come within the meaning or provisions of this act. That any physician or sup geon who shall make any prescrip tions (except iu case of sickness) for the purpose of aiding or abetting any person or persons who are not bona fide under his charge to . purchase any intoxicating liquors contrary to the provisions -of this, act, and any li censed and registered pharmacist who shall sell or otherwise! dispose of fov gain any spirituous, venous, ferment ed or malt liquors Or Jntoxicating bitters without the written prescript turn of a legally qualified physician or surjreon, or wno snail duplicate the prescription of a physician or sur geon for intoxicating liquors for any vinious or malt liquors.
